Seems like facebook is changing that however because a few days ago it changed, and then you had to click on the ad you made and view it in the marketplace and then you’re able to list in more places to your local groups however, it seems that option is now gone as well.

On your app, try go to marketplace click on marketplace profile go to your listing select your product under listed in 1 or x place, click on marketplace you should have the option to mark it as pending now.
