Turn on app update, and turn off cellular data feature, so that your device do not waste cellular data but only use wifi to download the updates for iphone/ipad.
From the settings you cant disable the use of cellular data You can also remove the sim,but without sim i dont know if apps like whatsup and viber will continue to work over wifi,
