I usually have a fleece or down jacket then my latitude According to the owners manual the accessory outlets are limited to five amps and if combined current draw exceeds that limit the power to the accessories will be turned off I've ridden down to freezing with just a shirt, vest, and latitude and it's fine but my arms get cold, hence the recommendation to get a jacket vice a vest

The arms in the jacket liner are a big difference from the vest, and being able to power gloves when i want them is wonderful So, for better warmth and electric glove convenience, i'd recommend the jacket liner over the vest.
